Smart Metering and Legacy Meter Modernization
Mechanical water, gas, electricity and heat meters can often join a smart metering system without full replacement: pulse outputs, optical interfaces, camera-based OCR reading and LPWAN connectivity.
From a photo of a legacy meter to a recommended modernization path
An application that identifies traditional meters from images and, based on the meter and display type, suggests suitable retrofit approaches for smart metering.
In buildings, factories and municipal networks, a large number of older water, gas and electricity meters are still in operation. Many of them work properly but transmit no data, so they have to be read manually. Replacing all of them with smart meters is costly and not always necessary.
Before any decision, it has to be clear what type each meter is, what kind of display it has and whether a reading module can be added. Collecting this information on site is slow and error-prone, especially when there are many meters of different types.
The application is designed so that a user takes a photo of a meter and the system uses computer vision to identify its visible characteristics: the meter type, the display type such as a mechanical counter or a digital display, and indicators such as a pulse output or an optical interface.
In the next step, OCR reads the counter value and the legible details on the nameplate. The results are matched against a set of rules describing common retrofit approaches, for example using an existing pulse output, an optical reading head or a camera module mounted on the display. The output is an initial recommendation that should be confirmed by a technical site visit.

There are two main ways to bring legacy meters into a smart metering system. With complete equipment replacement, the existing meter is removed and a new smart meter is installed. With retrofit-based modernization, the meter stays in place and a reading module is added so that consumption data is captured and transmitted automatically. Which path fits depends on the meter type, its condition and the project requirements.
| Criterion | Full replacement | Retrofit |
|---|---|---|
| Intervention in the installation | Usually requires opening the line and a temporary service interruption | Often possible without touching the pipe or circuit |
| Initial cost | Usually higher | Usually lower |
| Use of existing equipment | A working meter is discarded | The remaining service life of the meter is used |
| Data capabilities | Broader, depending on the model | Limited to what can be read from the meter |
| Best suited for | Worn-out or incompatible meters | Working meters with a readable display or output |
The application is designed to support exactly this decision: by identifying the characteristics of each meter, it indicates which meters are retrofit candidates and which will likely need replacement. The broader topic is covered under legacy equipment retrofit.
Images are preprocessed before analysis, and the result of each stage is stored together with its confidence level. If confidence is low, the system asks for a better photo or a manual check instead of guessing. The retrofit rules are kept separate from the recognition models, so they can be updated without retraining.
Possible extensions include support for more meter types and a direct connection to smart metering systems.
